Untuk setiap baris LARTAS, PI Kemendag diperlukan sebelum pengeluaran B/L. Lot SNI wajib memerlukan Pre-Shipment Inspection (LS — Laporan Surveyor) oleh Sucofindo / SGS / Surveyor Indonesia / Carsurin sebelum kelayakan kastam.

PIB → jalur → LS → SPPB.

Mengikut klasifikasi jalur PER-32/BC/2022 + AEO PMK 219/PMK.04/2019. Tanjung Priok JICT / TPK Koja dan Tanjung Perak tetingkap tipikal di bawah. Jalur Merah (lorong merah, pemeriksaan fizikal) adalah lalai untuk pengimport kali pertama tanpa AEO MITA.

PIB submission (Pemberitahuan Impor Barang)

T+0 to T+3

Submitted via CEISA / INSW. Must arrive at Bea Cukai within 3 working days of B/L date.

Jalur classification

T+0 to T+1

Automatic on PIB. Jalur Hijau (green, AEO MITA / low risk) — release on PIB acceptance. Jalur Kuning (yellow) — document audit. Jalur Merah (red, high risk / first import / SNI wajib without LS) — physical inspection.

LS (Laporan Surveyor) — if SNI wajib

T+3 to T+10

Pre-shipment SNI verification by Sucofindo / SGS / Surveyor Indonesia / Carsurin. Required for cable categories on Permenperin 5/2019 SNI wajib list. LS issued ~ 5 working days after SNI marking inspection.

BM (MFN duty) + ACFTA Form E preference verification + PPh22 + VAT calculation. AEO MITA holders typically T+1; PPJK first-import non-AEO T+3 to T+5.

PIB approval / SPPB issuance

Jalur Hijau ~ T+3; Jalur Kuning ~ T+5 to T+7; Jalur Merah ~ T+10 to T+14. SPPB = Surat Persetujuan Pengeluaran Barang (release order).

Klausa copper-tail: Copper-tail clause for 60–90 d MV lead time: re-quote trigger at LME swing ≥ ±5 % from PI-locked baseline. Adjustment = conductor weight (kg/km) × line length (km) × ΔLME (USD/t) × FX(PI date). For YJV22 3×185, conductor weight ≈ 5.3 t/km; a 10 % LME swing on 3.5 km of cable ≈ ~ USD 1,800–2,200 differential at LME baseline USD 9–10k/t. Buyer / seller split documented on PI Section 7.

API-U status reduces PPh22 from 7.5 % to 2.5 %; for a USD 100k EPC lot that's a ~ USD 5,000 swing. Cable importer should secure API-U before first import or contract a PPJK with API-U. Kurs pajak Menkeu KMK published every Wednesday and effective Wed–Tue of the following week per PMK 219/PMK.04/2019 Art. 8; the PI cites both BI middle rate (pricing) and KMK rate (customs valuation) to avoid PIB rejection.
